Site management of earthworks and retaining wall construction for the Euskadi Data Center (DCE) at the Abanto and Zierbena Technology Park (Bizkaia)

Maratek is responsible for the Site Supervision (DEO) of the “Earthworks and Retaining Wall Construction Project for the Euskadi Data Center (DCE),” located within a plot at the Ezkerraldea Technology Park in the municipality of Abanto and Zierbena (Bizkaia).

This is a new construction project that includes earthworks and the construction of internal retaining walls on the plot, where a Data Processing Center (Euskadi Data Center) will later be installed.

The Site Supervisor (hereinafter DEO) is a member of the technical management team responsible for overseeing the material execution of the works, ensuring both qualitative and quantitative control of the construction process and the built structure.

The functions of the DEO are defined in Article 13 of the Spanish Building Regulation (Ley de Ordenación de la Edificación, LOE) and include:

a) Verifying the on-site receipt of construction products, including ordering the necessary tests and trials.

b) Overseeing the material execution of the works, including verification of layouts, materials, proper construction and placement of structural elements and installations, in accordance with the project specifications and instructions of the project architect.

c) Recording all relevant technical instructions in the Site Diary (Libro de Órdenes y Asistencias).

d) Signing the site layout certificate (acta de replanteo), the commencement certificate, the final completion certificate, and preparing and signing interim payment certificates and the final account of completed works.

e) Collaborating with the other project agents in the preparation of as-built documentation by providing the results of the quality control process.

f) These functions are further developed in the Spanish Technical Building Code (Código Técnico de la Edificación, CTE), approved by Royal Decree 314/2006 of March 17, particularly regarding the execution conditions of construction works and, specifically, execution control (Article 7 and Appendix II of the CTE).

Accordingly, the scope of Site Supervision tasks carried out by MARATEK includes:
